Examples of Duties Baltimore County is seeking a Digital Equity Manager.
This exciting opportunity will develop strategies and lead an innovative county-wide campaign to advance digital equity and close the digital divide in the Baltimore region.
This position is to serve as the County's primary representative for integration for broadband issues, efforts, and initiatives, and to increase the availability and affordability of broadband and throughout the County.
This will involve collaboration with County administration and other key stakeholders focused on digital equity and broadband connectivity issues, while ensuring approaches expand public access.
Candidate will be responsible for the oversight of fundraising efforts to support increased digital access and digital skills training.
The Manager will assist with closing the digital divide by:
Preparing a long-term strategic plan that includes specific objectives, metrics, and benchmarks for developing and deploying broadband communications which minimize the risk to the County's assets and encourage public-private partnership across the County; Spearheading efforts to catalog County assets, as well as authorizing funding to complete accurate broadband mapping efforts and deploy broadband quickly in various areas; Developing a comprehensive strategy required to support expanding equitable and affordable Internet access in Baltimore, including approaches such as public/private partnerships and infrastructure construction; Partnering with all stakeholders, including state and County government officials, anchor institutions, philanthropic organizations, Baltimore County Public Schools and Libraries, private enterprises, to help develop a regional approach with shared resources and objectives and take advantage of economies of scale; Partnering with internal agencies and stakeholders to establish a holistic digital equity framework and messaging that enhances the County's ability to deliver solutions and services to constituents; Designing strategies to engage executives and stakeholders and establish partnerships with industry leaders that can advocate and advance County's digital equity program; Benchmarking other jurisdiction and regional initiatives to identify best practices and develop recommendations to modernize policy and more effectively utilize Baltimore's assets.
Works with County Administration and County Council to implement updated policies and regulations that reflect modern technologies and approaches; Creating a governance model that strives for financial self-sustainment with a long-term vision of supporting the public good; Creates an organization and reporting structure within County government to normalize and advance the broadband and digital equity strategy; Developing a Digital Equity Fund to support new and emerging projects to help meet overall goals; Developing a policy agenda with a focus on equity in all Baltimore County planning to close the digital divide; Developing an external communications strategy to keep stakeholders informed and engaged (i.
e.
newsletters, social media, basic website updates, training materials, messaging, and so forth.
); Developing a County report card on digital equity to be published annually or every two years with county-wide surveying occurring in the off year; and Performing related work, as required.
KNOWLEDGE, SKILLS AND ABILITIES Demonstrated knowledge of the methods, challenges, and opportunities of digital inclusion.
Ability to develop strategy, establish standards and key performance indicators.
Ability to utilize data science techniques to improve and close the digital divide.
Ability to understand and interpret contracts, agreements and administrative policies.
Thorough understanding of financial principles with ability to evaluate fiscal and financial information and achieve positive financial results.
Ability to plan, implement, and support large scale projects; including but not limited to recommending policies, procedures, organizational structures, staffing, processes, and management reporting and controls.
Relies on extensive experience, sound judgment and demonstrates leadership to plan and accomplish goals.
Ability to communicate effectively, verbally and in writing, in a diverse range of audiences and settings; persuasion and negotiation of conflicts and problems; assessing operations, programs, staffing and fiscal needs; interpreting legal documents and government regulations, reviewing data and analyzing complex written documents.
Qualifications EDUCATION AND EXPERIENCE REQUIREMENTS A Bachelors/Master's Degree from an accredited college or university in telecommunication, computer science, engineering, business or related field or equivalent experience.
Seven (7) years of experience in enterprise-wide organizational management of broadband/telecommunication operations and services, four (4) years of which were in a supervisory or executive capacity.
